i grew up in this neighborhood have been here over 40 years and i never have seen this. >> the owner hasn't found out how much to repair her vehicle. >> sky 7 above a fire burning today, you can see smoke seeping from the second story apartment. and from the ground level you can see flames through this destroyed balcony area. the fire started around 11:00 this morning in yosemite drive. it's not clear what caused it. there are no injuries reported here. a proposed law would make it harder for california cities to ban pan handling if passed would it ban police from citing homeless people for a variety of infractions. >> i am not out breaking into cars or committing crimeses just sitting here. i pan handle. that is it.

crop dropped all charges against a mississippi man accused of sending ricin laced letters to barack obama and other senators he just addressed reporters saying he's looking forward to seeing his family. critics call the situation overwhelming and said he didn't know what ricin was. >> i respect president obama. i love my country and would never do anything to pose a threat to him or any other u.s. official. >> curtis's release a day after investigators found no evidence of the poison in his home or car. his attorneys saying curtis had been treated well. authorities searched the home of another man in this case. >> the federal government issued new guidelines today to make it tougher for drivers to become distracted by navigation or other high tech systems in cars. new cars. the guidelines advise car

reese witherspoon arrest shows the movie star in handcuffs. atlanta police department released this video of reese being led out of the patrol car. she's taken inside for a mug shot. she was arrested for disorderly conduct. they did not release the video of her yelling at police officers at the scene. police say she interfered with a drunk driving arest. witherspoon will go to a pretrial intervention program and she did apologize. >> actor ben afleck ready for a new challenge. planning to participate in the live below the poverty line challenge as a fund raising event participants live on $1:50 a day for a week. he hopes by participating in this challenge he can raise

boston bombings raising concerns about immigration reform. >> abc 7 news mark matthews is here now with reaction from a task force on immigration reform that met today in menlo park. >> former secretary of state rice headlined the meeting. there were a number of heavy hitters responding to what happened in a senate immigration hearing on capitol hill.

read wants to use savings from the draw down of troops to repeel the cuts. affects are beginning to ripple throughout the government and economy. most visible was air travel delays. timing of the effort is unclear it and faces long odds. republicans will oppose the move saying the savings were never intended to be spent in the first place. two other senators urging the obama administration to post own furloughs for air traffic controllers. kansas republican say the cuts are hurting the economy. lawmakers want furloughs postponed to give time to find a remedy. air traffic control cut backs are facing delays nationwide. >> pressure building on a district attorney to resign in texas because she was found drunk driving. the video shows her losing her balance, and failing several times to try to walk a
